The first Call for project proposals under the IPA Adriatic-Ionian Programme (IPA ADRION)

The first Call for project proposals of the programming period 2021-2027 under the IPA Adriatic-Ionian Programme (IPA ADRION) has been published, with a deadline for submission of proposals until 30th of June 2023, by 13:00 (CET).

The programme involves 10 countries, grouped in categories:

  • ERDF participating countries – Croatia, Greece, Italy, Slovenia
  • IPA participating countries – Montenegro, Serbia, North Macedonia, Bosnia and Herzegovina, Albania
  • “Third country” – San Marino

The total available EU grant amount for this Call is around 65 million EUR, while the grant for individual projects is limited to 1,5 million EUR. IPA ADRION EU grant contribution will be limited to 85% of total project costs.

Duration of projects can be maximum 36 months.

Each project must involve at least 6 partners from 6 different participating countries of the Programme area, out of which:

  • at least 3 partners from 3 different ERDF participating countries
  • at least 3 partners from 3 different IPA participating countries

The partnership can include a maximum of 2 partners from the same participating country.

It is recommended that a project does not involve more than 12 partners.

There are limits regarding the number of project proposals:

  • the same organisation can not be involved in more than 3 project proposals
  • the same organisation can not be a lead partner in more than 2 project proposals in two different Priority Axis (specified below)

In the case of the University of Montenegro these limits are related to its individual organisational units.

Institutions located in San Marino can be involved in the projects either as partners or associated partners. They will not benefit from IPA ADRION funds – their engagement shall be ensured by their own funds. Their participation shall not count for the fulfilment of the minimum partnership size requirement.

This Call for proposals is addressed only to the following Priority Axis and Specific Objectives:

Priority Axis 1 – Supporting a smarter Adriatic and Ionian Region

  • Specific Objective 1.1: Strengthening innovation capacities in the Adriatic-Ionian region

Priority Axis 2 – Supporting a greener and climate resilient Adriatic and Ionian Region

  • Specific Objective 2.1: Enhancing resilience to climate change, natural and man-made disasters in the Adriatic-Ionian region
  • Specific Objective 2.2: Supporting circular economy development in the Adriatic-Ionian region
  • Specific Objective 2.3: Supporting environment preservation and protection in the Adriatic-Ionian region
  • Specific Objective 2.4: Supporting sustainable multimodal urban mobility in the Adriatic-Ionian region

Priority Axis 3 – Supporting a carbon neutral and better connected Adriatic and Ionian Region

  • Specific Objective 3.1: Strengthening a carbon neutral smart mobility in the Adriatic-Ionian region

A project proposal must indicate only one Specific Objective.
