Radoslav Raspopović was born on December 1, 1956 in Pljevlja, where he finished elementary school. In 1975, he finished secondary school (gymnasium) in Podgorica. In 1975-1976 academic year, he enrolled the Faculty of Lawin Podgorica which he graduated from in 1979 with the average mark of 8.21.
