Public Procurement Office




The Public Procurement Office performs normative, study-analytical and other tasks within its scope, in accordance with the law and regulations in the field of public procurement and other areas directly related to implementation of tasks and function of the service. Consequently, the Office carries out professional-administrative work with the aim of advertising and implementing public procurement procedures and executing concluded framework agreements and resulting contracts with implementation of the Public Procurement Law and accompanying set of by-laws.

In processing received requests for the procurement of goods, works or services, cooperation is achieved, information is exchanged and advisory assistance is provided to the organizational units of the University of Montenegro. Public Procurement Office prepares, edits and organizes internal acts and rules in the field of work that it continuously carries out, draws up and adopts the public procurement plan, as well as amendments to the plan with prominent explanations, in accordance with the adopted financial plan, i.e. provided financial resources.

The members and chairman of an established commission for implementation of the public procurement procedure prepare tender documentation and amendments to tender documentation and provide their clarifications, perform opening of bids, i.e. applications for qualification, review, evaluate and evaluate bids, i.e. applications for qualification, with preparing review minutes, assessment and evaluation of bids, prepare and propose to an authorized person of the University of Montenegro the decision on exemption from public procurement procedure, the decision on selection of the most favorable bid and the decision on the annulment of the procedure, prepare a proposal for a response to appeal and perform other tasks in accordance with the law.

 Among others, by order of the authorized person of the University of Montenegro and the competent body of the Ministry of Finance - Directorate for Public Procurement Policy, the following are mandatory activities within the framework of business processes: preparation of an anti-corruption report, preparation and submission of a (half-yearly) annual report on implemented procurements and concluded contracts, but also essential reporting on the implementation of concluded public procurement contracts. In the scope of its work, the Office monitors and applies publicly available solutions and conclusions of the Commission responsible for legal protection in public procurement procedures. Due to initiative of the media, the necessary information is prepared and delivered to the Communication and PR Center for further processing and publication.
